Recycling is mandatory in Sullivan County, yet it is not enforced. Only the Village of Liberty enforces recycling by requiring residents to use clear plastic bags for garbage. The recycling rate was just 10 percent last year.

The council includes the 15 town supervisors as well as the leadership of the county’s five villages and members of the county Legislature. [Record]
