    You may sue Con Ed if it was their fault. For example, if they put it in to the ground in a faulty or negligent manner. However, if they didn’t, you won’t be able to sue Con Ed. Though, you might be able to sue the company who manufactured the transformer, only if the defectively manufactured it. Otherwise, as country yossi says, Gay Schlufen.

    As per Con Ed-
    An underground transformer, which converts voltage from 210 to 120, blew. It was 3 yrs old and should not have blown.

    No one flew into the air. One man was transported to Maimonidies with Hatzolah with minor injuries. He was shocked as he stepped over the manhole and is being treated for that.

    There was somne kind of explosion, seemingly a man-hole. One passerby flew into air and was injured. lots of smoke and smells from electric fire. Lots of traffic, avoid the area.
