Under the Safe Housing Act, the city would identify 200 buildings each year with the worst violations and need for repairs. The landlords would then be forced to pay for the work.
If they refuse, the Department of Housing would be able to step in and make the repairs and bill the landlords later.

Officials say the bill will bring many of the city's most run-down buildings into compliance with the housing code and send a message for slumlords to clean up their act. [NY1]

funny HPD already sends in contractors who are btw trasspessing (if you have a good lawyer you could sue)then send you an inflated bill for work supposedly done that 20 minutes later the tenant destroys again. the city does not care about the tenants, only the $$ they can collect in fines from the landlords
