Jose Pimentel of Manhattan was arraigned Sunday after city officials announced his arrest Saturday as police say he was in the act of making a bomb and planning to carry out his scheme.

The 27-year-old Pimentel was described by the mayor at a news conference as an “al-Qaida sympathizer” who resented the presence of U.S. troops in Afghanistan and Iraq and believed in jihad.

There appears to be tension between the F.B.I. and the N.Y.C.P.D., since the F.B.I., is undoubtedly quite upset that it is not receiving the kovod for this investigation and arrest.
