Kim Jong Un has emphasised construction and raising living standards since coming to power in December, 2011, and the Pyongyang skyline has slowly changed as a result. Beyond the projects touted by state media, however, construction standards can sometimes be poor. In 2014, the government issued a rare apology after a partially-built apartment building collapsed, killing scores of people. The children are wearing the red neckerchiefs typical of the �Young Pioneers� within Soviet states, or countries like North Korea which once sat within the former Soviet Union�s political and cultural sphere of influence.
