A Brooklyn man was arrested at his home in Flatbush after he was accused of sending human feces in the mail and making harassing phone calls. In addition, the police said they suspect the man, Keith Albahae, 40, sent an envelope containing white powder to police headquarters at One Police Plaza. The powder, which was determined yesterday not to be dangerous, was accompanied by a threatening letter that named Mr. Albahae and warned the police to leave him alone or a much more dangerous substance would be sent, the police said. The letter’s handwriting is being analyzed, they said. The harassment case originally came to the Hate Crimes Squad’s attention in January.
