The plan calls for the redevelopment of a six-acre site called Admirals Row.
City officials say the project is expected to create 500 permanent retail and industrial jobs. It also will create hundreds of construction jobs.
The plans include a 74,000-square-foot supermarket.
The City Council gave its approval on Tuesday.
